What it is

In Northern Ireland the civil scheme has a single issuer: the Department for Infrastructure, through its Parking Enforcement Processing Unit, with APCOA operating enforcement on its behalf. The envelope most people call a parking ticket is a penalty charge notice, and the same document type covers bus lanes and bus only streets in Belfast. What the notice does not say: the recovery end runs through the Enforcement of Judgments Office, not the Traffic Enforcement Centre, so English letter sequences read about online will not match what arrives.

Reading the notice

The issuer is the Department for Infrastructure whether the ticket came from a street attendant, from a council car park run since April 2024 by a private operator under the same authority, or from a Belfast bus lane camera

The contravention code follows a Northern Ireland list: parking codes, the 34 family for bus lanes, code 51 for bus only streets; there are no box junction or banned turn codes, that enforcement stays with the police

A bus lane PCN rests on camera video, a minimum of eight seconds, viewable online with the PCN number and registration; there is no camera flash at the roadside

Motorway bus lanes are the exception: enforced by the Police Service of Northern Ireland, not by PCN

The decision in front of you

Pay within 14 days and the charge halves under the 50 per cent discount; pay within 28 days at the full amount and the matter closes, outside the penalty points system and with no criminal record

Challenge in writing first: a challenge received within 14 days keeps the discount window open while it is considered, and if the ticket is upheld the reply sets a new discounted deadline

As registered keeper, await the Notice to Owner and make formal representations to the Parking Enforcement Processing Unit on the grounds it lists; a rejection brings a Notice of Rejection with the route to the Northern Ireland Traffic Penalty Tribunal, by post or at a personal hearing

Do nothing and the chain advances: Notice to Owner after 28 days, a charge certificate 28 days later raising the charge by half, then the Enforcement of Judgments Office with possible clamping and removal, recovery fees added on top

What happens next

After a lost adjudication the penalty must be paid within 28 days of the decision, or the charge certificate follows

A Notice of Enforcement of the charge certificate opens one last, narrow door: a statutory declaration to an adjudicator within 21 days, only on the grounds that the Notice to Owner, the Notice of Rejection or the appeal decision never arrived

Beyond that the file sits with the Enforcement of Judgments Office; recovery, clamping, removal and storage costs are added to the debt, and the matter ends with payment or recovery

The deadlines

14 days from issue for the 50 per cent discount; a written challenge received within 14 days holds the discount open while it is considered (nidirect)

28 days to pay before the Notice to Owner issues; then 28 days again before the charge certificate

28 days to pay after losing an adjudication appeal

21 days for a statutory declaration once a Notice of Enforcement of the charge certificate is served; the Notice to Owner and the Notice of Rejection each state their own response windows on their face

What people get wrong

Reading English guidance into a Northern Ireland ticket: waiting for council correspondence or Traffic Enforcement Centre forms that do not exist here, while the Department for Infrastructure chain advances

Paying the full amount after an early challenge fails, although the rejection letter sets a new discounted deadline when the challenge was received within 14 days

Arguing with the traffic attendant: once issued, a PCN cannot be cancelled at the roadside, only by the Parking Enforcement Processing Unit in writing

Treating the blue uniform in a council car park as a private parking matter: since April 2024 those car parks are privately managed but their PCNs keep statutory authority, unlike a parking charge notice from private land, where the Protection of Freedoms Act keeper liability route does not reach Northern Ireland
