What it means

PC20 is the precedence code: a moving vehicle contravening the crossing regulations under s. 25 RTRA 1984, the core case being the pedestrian on the crossing not given way to. The legal duty bites once the pedestrian is on the crossing; the 2022 Highway Code asks drivers for more courtesy than that, waiting for those about to step out, but the regulation convicts on the narrower rule. Overtaking on the approach is the other classic route in.
